The United States had entered World War II some six months earlier, after the bombing of Pearl Harbor. The nation’s leading law enforcement agency, the Federal Bureau of Investigation (FBI), was aware that spies from Japan, Germany, or Italy—America’s enemies in World War II— might try to bring the confl ict to American soil. A list of Japanese, German, and Italian aliens living in the United States had been compiled. The FBI’s director, J. Edgar Hoover, ordered FBI agents to review telegraph and cable messages to certain countries before they were sent and to read mail being sent to and from the German and Japanese embassies. Security was increased at defense plants and important industrial sites.
